If you see Widows updates indicate a successful install for the same KB more than once this typically indicates that it was not installed. This is confirmed by checking if it is possible to uninstall the update. Typically the update cannot be uninstalled because it was never installed.
The troubleshooting then switches to the evaluation of the failure to install the Windows update.
That may take sometime to evaluate.
You can try to download and install the update directly from the Microsoft catalog:
Microsoft Update Catalog
An error message or code may appear and these can lead to other troubleshooting steps.
Alternatively if it is a failed update as compare to an upgrade you can wait to the next Windows upgrade.
Performing the next Windows upgrade if possible then fixes the prior problem or makes it no longer a problem.
Sometimes an update is a prerequisite for an upgrade.
If necessary an upgrade failure can be troubleshooted.
The Windows 1903 upgrade is scheduled to be released next month.
