you may want to contact a user named Fafhrd by sending him a PM and see if he can help you out.
He somehow got the 1803 version working on his old Acer Travelmate 2006 laptop as he posted something like that here.

Damn, I got really excited for a second... Didn't work for me.

I did a clean install of 1709 on my laptop, then I performed Andre's fix on an elevated PowerShell window, restarted, then I ran the 1809 setup.exe directly from the ISO (via mounting).

I got a blue screen with the infamous IRQL NOT LESS OR EQUAL error after the first restart of the upgrade. When the PC restarted, it opened up the setup.exe and it showed our usual SAFE_OS error.

OMG, I ran it from Windows Update. I guess it depends what you are doing, a full install or an update.
    Good luck ;-)

Windows Update on my laptop tried to update to 1803 instead of 1809. I'll try through Windows Update again.

If 1803 installed OK then 1809 should. 1903 will be out soon.

    Nope, it didn't work either.

I think I'm ready to give up.

forget it then. it looks like you're stuck with 1709. goodbye bobjoe (as in "game over")
the 1803 & higher Win10 versions don't seem to work with your ancient hardware as they don't like any Intel Pentium M processor.
