My experience is that some of these cheap keys work fine and some can be dodgy. Ask the buyer before you purchase whether the key is unique and genuine and confirm the licence key will install from a genuine Microsoft server. I also prefer to buy via Amazon whose refund policy is quite good if you are sold non-functional software.

If it's sold at 90% then it's a pirated key.

As for buying an ultra-cheap "license" from a reputable site ...
As for getting a refund if the key doesn't work ...

Skip all that. You KNOW it's pirated.
Even if it works ... it's still pirated.
And now YOU are a pirate.

Don't buy ultra-cheap licenses. They're a scam. They're sold by scum. And you become scum.

The licence is a stolen enterprise key

It's either stolen from a company who purchase on the Volume licence system or stolen from an MSDN subscription which is the only legitimate way for a non business to obtain this key

What Barman58 said. Stuff like this IMHO is why TechNet is no more. Or a big contributing factor to its demise. TechNet was afordable to consumers. It wasn't cheap but not near as expensive as MSDN (now MY Visual Studio subscription) is.
In the old days "some" people would buy a TechNet subscription and then sell off some of all of the keys. To recoop the cost or even make a profit. IMHO Microsoft caught on and killed TechNet. MSDN is expensive so not so tempting to try and sell some keys, if caught all your keys get blacklisted. And good luck buying another one if you used your real name.
People aquire keys through work or other avenues, get fired etc, then sell the keys. As already mentioned, buyer beware. If it sounds to good to be true, it likely is too good to be true.
Microsoft MVP's and Windows Insider MVP's get a complimentary My Visual Studio Enterprise subscription. I also got a complimentary TechNet subscription my first year as an MVP. My accounts are all expired now but all my aquired keys are still good for me to use if I want. My complimentart subscription is clearly labled as NFR, Not For Resale. Not everybody abides by that though. I'm not saying MVP's are doing this, just that some of those buying the subscriptions aren't following the rules.
Something esle that happens is they get real greedy and sell a key multiple times. They don't really care if it gets blacklisted, its a fake e-bay account etc. They just crawl under a rock when things go bad.

They are counting (thier dollars) on it being too tempting to resist. And this is IMHO one of the reasons why legit licenses for Windows costs what it costs.
