Windows Update, Windows Search, disabled SFC /scannow does not repair

Windows update has become disabled and cannot be reenabled, So has Windows Search which can be reenabled but somehow shuts itself off. Errors occur in Outlook search. Repeatedly running sfc /scannow with Fast Startup disabled (10X) does not effect a repair. 6.22 mb CBS.log attached. Any help would be appreciated. Thank you. fjg

    Hi, basics first:
Please check your disk: Hard disk sentinel (trial) gives the best quick assessement I know, else e.g. HD Tune (health and error scan tabs).

If ok, please run- from an admin command or Powershell prompt
    Chkdsk c: /scan

If ok, and you have more than about 25Gb free on C: I recommend an in-place upgrade repair install which keeps all progs, data and most settings.

You will need a compatible 1803 iso, freely downloadable.

Note: if you use disk imaging routinely as is so often recommended you may have the option of restoring a previously created disk image. Using disk imaging- e.g. Macrium Reflect - free- can mean you don't end up struggling with technical fixes.

Thank you very much for your reply.

Cut down version of in-place upgrade repair:
    a. Boot and log in normally
    b. Rt click on iso, click Mount
    c. Open the new drive created in file explorer
    d. Double click setup.exe

To get an 1803 iso you could
