Wndows 10 update 2/14 causes Outlook Crash

After an update on 2/14/2019 ,the computer wont launch Outlook 2013. I attempted to restart but it never seem to shut down. I forced it to shut with power button. Outlook still failed to launch after restart. I was able to get to system restore and restored to condition before update. Now Outlook launches but Chrome browser failed to launch . Had to reinstall Chrome. Now everything works fine. I promptly created a new restore point to be safe. Now what to do with Windows 10 updates ? Will windows try to reinstall the failed update? When I check update history this is what I found:

    Any Advise? Tks

BTW when I was about to put computer to sleep , I see that KB4023057 and KB4487017 updates are Pending Restart .What should I do ?

Someone accidentaly hit the restart and update button. Now I am screwed. Can't boot , I keep getting 0xc000021a error. I finally gave up and reimaged to an earlier time. That fixed the problem .But lost some programs that have to be reinstalled. I wish I read your post before someone did the restart .
