A question on the driver version. NVidia's driver check on their site indicates I have the most recent driver (post #41 ) but your post is suggesting a presumably more recent volume at 9.x. Mine is 7.x
well I don't completely trust Nvidia's driver scan

Edit 3/29: It looks like your Geforce Go 7400 / nvidia NVS 120m hardware is using hardware ID beginning with "PCI\VEN_10DE&DEV_01D8". I found the ID "PCI\VEN_10DE&DEV_01D8&SUBSYS_01CC1028" listed in the R224635.exe package from Dell, which has v7.15.11.7968 (32bit) of the video driver dated 3/11/2009 (listed for a Latitude D630 laptop but should work on the D820). That version is also found in the R224649.exe package, which is the 64bit equivalent of the graphics driver should you run a 64bit version of Vista/Win7/Win8/Win10.

Update your nvidia display driver from Dell to v7.15.11.7968 as soon as possible

btw, the v9.18.13.0908 nvidia graphics driver (v309.08 - release date 2015.2.24) that I'm using shows up only when I select either Geforce 6 or Geforce 7 series on the Nvidia drivers site. seems like the v9.x graphics drivers will not work with your Geforce Go 7400 graphics hardware on your Dell D820 laptop because HWID "PCI\VEN_10DE&DEV_01D8" is not included.
