    For me, it turns out that Comcast's (USA based ISP) DNS can't connect to Microsoft's Update servers at all.

    When I input this in command prompt:
    nslookup ctldl.windowsupdate.com

    The output is:

    When I input an nslookup with another DNS, such as Google's:

    nslookup ctldl.windowsupdate.com 8.8.8.8

    The proper output is shown:

    Still unknown if this is a Comcast only problem, or a Microsoft problem, since there are people from the UK who have the same issue.
    Well I have Comcast. Funny enough my 8.1 laptop will update fine. So there is that too.

    It's working now for me in the UK, so the MS servers seem to be OK.

    Redbatman's post shows that you should actually getting the content from an akamai.net server. This is what's called a Content Delivery Network (CDN), a network of local servers that (in theory) allow content to be delivered faster by serving it to you from a local (to you) mirror server rather direct from MS.

    It seems Comcast's DNS lookup may not be connecting you to a CDN. You may be able to connect successfully if you change your DNS server from the Comcast one to one such as Google's 8.8.8.8.

    The MS techs remotely connected my machine and changed DNS address under IPv4 to 4.2.2.1/4.2.2.2 then it worked although everything is very very slow with updating.
    Go to Network & Internet > Change adapter options > Right click your network device > Properties > Internet Protocol Version 4 (TCP/IPv4) > Change DNS to 8.8.8.8 and 8.8.4.4 per Bree's advice on addresses.

    Using Comcast here in NorCal and setting the DNS to 8.8.8.8 and a reboot did the trick!

    Things still not ok in UK (BT). Definitions still not downloading. DNS should not be a forced workaround. MS has to fix for the masses

    I am having this problem as well. I believe it has something to do with DNS, because when I switch from my home network to my cellular network by tethering my phone, updates will run. I am at a loss on how to resolve this though.

    Tried the 8.8.8.8 and 8.8.4.4 and it works.
