2019-01 Cumulative Update for W10 V 1803 x64-based KB4480966 FAILING
This post is a continuation of an old unresolved post (2018-08 Cumulative Update for W10 V 1803 x64-based KB4343909) that "dalchina" had graciously offered me much help on. Regrettably it has not gone away and my computer is still in the update/fail/undo/update/fail/undo mode ad infinitum.
New question: Would it be of any help or use to do a complete reset of Windows 10? I have read about this procedure but I'm not clear if it will give me a fully-updated Windows 10 (right up to an including the latest updates) or what my computer originally came with (Windows XP) or something in the middle.

I'm game to try almost anything to break the tedium! Thanks, and HAPPY NEW YEAR to all!

Win 10 Pro:Myne also failed after it downloaded for some hours(Connected to internet). This was while I had the updates delayed.
Next day .....After I removed the delaying, it downloaded all the next day again and install reboot and re-download reboot and pass, now at 1803.
Question:
Is it suppose to gubble up your bandwith if updates are delayed, this PC is usually not connected to the internet.-?

Thanks Chris. This issue has been ongoing since last summer. The computer is connected to the Internet all the time and to save me grief (and ensure it can take as much bandwidth as it wants), I have set the update timings for overnight. That way I can start the morning off with the usual "Sorry we could not install the updates" apology from Microsoft.
What I am hoping to do is just do a clean install of Windows and see if that will cure the problem. Or perhaps my HP is just not compatible with the upgrades. Purchased in 2013.

1) Download and install if not already installed: HP support assistant
Driver - HP Pavilion Sleekbook 15-b000 | HP® Customer Support
2) Run the HP support assistant to update drivers and BIOS as needed
3) Download and install HP Diagnostics Windows: (right upper area of this web page)
HP PC Hardware Diagnostics | HP® Official Site
4) Launch HP Hardware Diagnostics Windows version 1.5.4.0 > click system tests > click system extensive test > click run once > run overnight > post an image of the test results into the thread
5) Find a flash drive that you can format ( > or = 8 GB)
6) Create a bootable Windows 10 iso: Version 1809

Download Windows 10 ISO File | Tutorials
7) List all antivirus software ( always on and manual) that were installed or uninstalled since the last successful upgrade
8) List all non-Microsoft drive encryption software
9) List all non-Microsoft firewall software
10) Open administrative command prompt and type or copy and paste:
11) sfc /scannow
12) dism /online /cleanup-image /restorehealth
13) chkdsk /scan
14) wmic RecoverOS set AutoReboot = False
15) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
16) Place the computer in clean boot:

17) After completing all of the above steps perform an in place upgrade repair with the Windows 10 iso:
a) power on the computer
b) insert the windows 10 iso flash drive into any USB port
c) open file explorer
d) identify the windows 10 iso within file explorer
e) click on the iso and launch setup or setup.exe
f) follow the text and images in this link:

18) If the upgrade is successful you should have Windows 10 1809.
19) Perform Windows updates after the successful upgrade.
20) If the upgrade fails then run setupdiag > post the results into the thread using a share link (one drive, drop box, or google drive)

Thanks VERY much zbook! I will definitely do this and need to find a quiet weekend as this is my work machine as well as home machine as well. Will start by reading all the tutorials and post back when Step 4 has been completed and then step by step. Thanks again for a very detailed post! I sincerely appreciate this.

Late last night I checked for updates and discovered four were available including the monthly Cumulative Update (KB4013429) for Windows 10 Version 1607 for x64-based Systems. So I decided to go ahead and download and install them....
