Feature update to Windows 10, version 1803 stuck initializing

In the Windows Update tab of settings, the update 'Feature update to Windows 10, version 1803' is stuck at "initializing" and refuses to move forward from there. It is preventing all the other updates from even beginning to install. It has been stuck initializing for an hour now!

I Googled 'Feature update to Windows 10, version 1803 stuck initializing' but only other problems relating to the update showed. There is nothing regarding it being stuck on initializing.

How do I get the ball rolling?

Sometimes it may seem like it's stuck, but is just taking a really long time.

If it doesn't do anything else after a couple of more hours, then you can reset Windows Update, and be able to check for updates again afterwards.

Then it went to "preparing to install" and when that got to 99%, it goes back to "Downloading" and when downloading got to 3%, now it is stuck on "Awaiting download" and no other update is downloading but it says 'awaiting download'

I'd give it some more time. If nothing changes in an hour, you might restart the computer and check for updates to see if it may continue afterwards.
