2019-01 cumulative update for 1809 x64 fails with 0x800F0922 error

The January cumulative update for Windows 10 x64 v1809 (KB4480116) doesn't successfully install and the update rolls back on reboot. I install it via Windows Update, click the Restart button when it appears, the GUI shuts down and Windows briefly shows the blue screen saying "Configuring updates", which appears to be successful, and the machine then reboots. Before the login screen appears on reboot I see another blue screen saying the updates could not be applied and are being rolled back, then the machine automatically reboots again and I can then login. However, when Windows Update then re-installs the cumulative update, on the next reboot the process happens again (three times so far).

When I look at update history in Settings, it shows the 2019-01 cumulative update with "Last failed install attempt on ‎10/‎01/‎2019 - 0x800f0922", and the event in the system log for the failure shows
Installation Failure: Windows failed to install the following update with error 0x800F0922: 2019-01 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4480116).
and the details tab for the event shows

    Code:
    dism /online /cleanup-image /restorehealth
(result "The restore operation completed successfully").

After this I tried installing the update again, but it failed again with the same error.

Any suggestions on a fix for this?

Hi, this is the update for ref:

Forum description and comments with experience of installing it:

Searching for the error number suggests

helpful amplification of part of the above:

Note that accompanying this is an update for Net framework,The error number is often associated with that.

Are you certain the error number is associated with the KB rather than the Net framework update offered simultaneously?

If you wished to separate the elements offered at this time and try installing them individually, you could use Windows Update Minitool (free) which allows you to select updates individually.

The error is definitely associated with the KB4480116 cumulative update for Windows. Update history shows that the separate KB4480056 cumulative update for .net framework 3.5 and 4.7.2 was successfully installed yesterday.

I also used AOMEI partition manager to expand the system reserved partition from 100Mb to 500Mb (this machine was updated from Win8.1, where the system reserved size was 100Mb, and google search shows that insufficient reserved system space could be a cause of this error), but doing this did not fix the problem - the update still failed with the same error.

The WindowsUpdateClient log (Applications and Service Logs\Microsoft\Windows\WindowsUpdateClient in Event Viewer) is pretty useless. It has nothing but informational events all the way back to 4 January, well before the monthly update release, and the events since say only things such as:

Windows Update successfully found 1 updates.
    An update was downloaded.
Windows Update successfully found 4 updates.
    An update was downloaded.
    An update was downloaded.
    etc.

It gives no information about the success or otherwise of the installation of the updates.

I got the same error message updating the x64 version of CU KB4480966 (the 1803 version) of this update. The update hung for five hours, so I did a FPO and a reboot. WU did another auto update and the CU installed correctly. 0x800f0922 is a pretty common error for a multitude of update errors, all of which seem to point to an unsuccessful completion of the download or install process.

Similar-but not identical experience on January 10, 2019

Downloaded, installed and successfully re-booted 3 machines (2 laptops; 1 desktop) update 01-19 on January 9, 2019. Followed this with a download of Media Creation Tool and a download of Windows 10, v.1809 on January 10. Attempted to copy Windows 10 ISO to DVD on the older laptop. Near the close of the (optional) verify process received message: "Copy failed due to Error Code 0x80004005." A quick Google search referred to KB3061161 and KB3074678 for explanation and a myriad of possible corrective steps.

Same here, same errors, same symptoms. No fix.

What I have tried to date based on searching - enabling all .NET features, making sure latest servicing stack was installed, increasing system reserved partition, turning off Secure boot in BIOS, uninstalling antivirus program, turning off firewall and Defender, removing 2 registry keys, changing the temp folder that WU downloads to to c:\TMP, clearing out TEMP folders, DISM commands, SFC commands, WU troubleshooter. That's probably not the exhaustive list.

Anyone ever get a real solution?

Hi, has anyone actually tried the link I posted way back?

I added this was explained further by MS:

Error 0x800f0922 occurs when downloading the newest update of Windows 10. It also means that you have less than 500 MB in system reserved partition. You may follow the methods provided below and check if you'll be able to update your device.
Method 1. Check your Internet connection
You need to make sure that you have an internet connection and if possible, you are using wired connections

    Method 2. Check .NET Framework
Make sure you have the latest version of NET Framework installed. You may enable it in Windows features. Here's how:
    - so I'm wondering if posting that was any use to anyone as there are no comments about it.
