Here is how I stopped the error and it was quite simple, see if it works for you...
C:\Windows\System32\config\systemprofile\AppData\Local\Microsoft\InstallAgent\Checkpoints is where I found the 9ND94HKF4S0Z.dat and 9NCGJX5QLP9M.dat. I removed them and only them to a folder I created on my desktop and waited for the error to reappear and it did not. It's been 24 hours so I'm hopeful this resolved the problem. This was not a problem with windows updater. I hope this works for you.

If someone knows why they should not be removed, Please write to me before I delete the desktop folder.

    Thanks
C:\Windows\System32\config is empty on my machine I did a search for the .dat files and found one in my Windows\Temp directory and deleted it but i'm sure that didn't correct the issue.

Actually these files are here now this morning or at least one the main problem child. I'm gonna reboot and see if its still there and if so delete it.

    9ND94HKF4S0Z-AppUp.SGXDFP

My system just did an update KB4482887 also.

It appears that the latest Intel Graphics driver may have fixed this issue. At least as far as it affects this. SGX driver still has the problem, so watch when it updates.

I haven't updated this yet - driver is from 2017. I have a Dell Aurora R7 thats my onboard video but my main card is a GeForce GTX 1080 Ti-11GB

So far so good in Event viewer I don't see the Windows update error since deleting those 2 files (actually moved them to my desktop)

PS I guess it can't hurt to update my Intel driver. UHD 630

I have the latest UHD 630 driver (at least according to device manager). I kept getting this error too. I just moved the three files from that checkpoints folder. I wonder if it will fix the problem.

My error messages read "Installation Failure: Windows failed to install the following update with error 0x80246013: 9NCGJX5QLP9M-AppUp.IntelMediaSDKDFP"

The problem is related when you install the drivers directly from Intel, and not Dell/your laptop OEM. Intel said you have to install the (old) OEM driver, not the Intel one.

I don't know where WuMgr was trying to install drivers from #16.
I am not seeing the "error" AppUp.IntelMediaSDKDFP = Failed since my 1809 updated to 1903.
