The licensing with Windows 10 is the same as it was with 7 and 8. The OEM restrictions were in those versions as well.

But it wasn't tied to the hardware as hard and you could call and get it fixed if you 'broke' your motherboard. So far it's not known if there's a way to activate after you replace the motherboard.
I had this same issue starting 2 days ago. I tried calling all the numbers in this thread and all the other wonderful suggestions made. Nothing is working for me. I was not given the option to call in, and the error code just said the key was blocked. The tech support people basically told me I was screwed and had to re-install 7 and upgrade again.
While trying to see if it would let me activate my insider key (since I really don't want to reinstall 7 just to upgrade again) I stumbled upon something interesting.
I hit win key+R, then typed in 'slui.exe 4' and got the call in prompt. I called the number, gave the numbers provided on the screen, but got told it wasn't working and kicked to a support agent. He immediately said that they were having technical issues and could not help, but they should be resolved in 48 hours. At that time, windows should activate by itself, and if it doesn't I should call back then.
Not sure if that helps anyone, but I didn't see that posted anywhere here yet.
