Inside Windows Update, try right-clicking the updates you don't want to hide them. Or, try wushowhide.

Thanks for your suggestion but it did not work. Just to clarify this is in Windows 10 Home 1809.
Right-click the updates you don't want to hide them does only give me " select All and Copy options"
I run wushowhide for the first time and it did give me the updates to hide so I checked all the Office 2010 updates I checked Windows Updates and they still appeared!
Then I stopped Windows Updates Service > run wushowhide and it said there are no updates to hide but the updtes still show in Windows Updates as Prnding to Install and the as Failed to install over and over again!

Assuming your issue is not actually due to a bug and you're still looking for a solution in the direction of hiding the false updates, which is logical and easiest, I suggest you try one more shot with Windows Update Manager (others here prefer the Windows Update MiniTool). When the false updates come up in WUM, just choose them - say the magic phrase Be gone! - and click the eye-with-a-slash button to hide them. Of course, you have to set the other options in the software to your preference beforehand.

If it doesn't work, you might have to try other directions, such as "giving in" or reinstalling Office 2010, let Windows Update does its thing, and then removing all of them finally with a 3rd-party utility that totally cleanses the registry of bits and traces. If that does it, hooray; though I won't be surprised if the false updates pop up again in the near future, if the real cause is somewhere else.

Another unthinkable direction would be the system restore. Yeah, I know.

Apparently, you're not the only one having the issue. Somebody with similar case also tried the GPO way. Or, perhaps, Office 365 is the one causing it?

This is an offbeat suggestion - PatchCleaner broke Office 2010 updates for me on two PCs. You could try installing PatchCleaner, running it to break the Office updates then uninstall PatchCleaner (unless you want to keep it)

Hi hello 10 and Steve C
Thanks for your suggestions.
First I'd like to clear that when I typed "deleted" in my post above I meant uninstalled. Sorry for the confusion.
I think the issue was caused because Outlook 2010 did not uninstall properly.
This is what I have done to resolve the issue;

I have now uninstalled Office 365 and the reinstalled Office Outlook 2010 as I suspect it was not fully uninstalled the first time and then run Windows Updates but none resurfaced. I proceeded to uninstall it again using Revo Uninstaller Pro to make sure all left over files were deleted.
I once again run Windows Updates to confirm that it wouldn't give me updates for Outlook 2010 which it did not, although in View update history they are there as failed to install but that is of no consequence.
I finally reinstalled Office 365 Personal with all my previous configurations and emails intact.
Thank you both for your help.
