Cant stop or disable windows update ( greyed out ) keeps downloading

I am used to stop background intelligent transfer service, delivery optimization and windows update every time I turn my computer on, but now since few weeks windows update and delivery optimization services are greyed out,

Also when i try using the task manager to stop the service i get the error
The operation could not be completed
    Access is denied

Till yesterday the network usage in Service Host: Local System stoped when i stop and disable the Backgroud Intelligent Transfer Service at the start (this was using the network at full speed too) but now Its not enough and I cant even stop the other services

I tried running task manager and services as administrator but they are still greyed out,

Im on a limited internet connection, I dont have much data to spare

Hello, it is unwise to try stopping Windows update in such a fashion. I hope you have suitable System Restore points or disk images you can use to restore your system.

We constantly urge users to protect themselves from many problems by using disk imaging routinely - e.g. Macrium reflect (free) so they can often restore their PC to a previous good working state quickly and without technical help.

Assuming you have not been doing this, try the Windows Update Troubleshooter (via Settings, search for Trouble) and for more see
Tweaking.com's free repair tool (easy to find).

Select only the repairs related to Windows Update and to services. Observe the cautious preparatory stages it guides you through.

There are tools to stop updates.
    Here is one:
Stop Windows 10 Updates Properly and Completely Solved - Windows 10 Forums

Then Windows Update Minitool (free) allows you to scan when you wish.

Should you wish to download updates by some other means, download links are posted at the end of the article per update per build in the News section. And iso download tool is available in the 3rd post on the thread on Kyhi's live boot tool at the top of the Software and Apps section.

Thank you for the reply, I did restore (windows system restore) recently, what is the outcome I should expect from restoring? The greyed out options will be available again? It was the oldest restore point available btw

The outcome depends on whether the restore point was created before the problem occurred.
