Yes it's fixed and has been re-released.
No, the automatic roll-out through windows update doesn't appear to have started yet. It is the current available version for upgrading manually by the Update Assistant or the Media Creation Tool, but Microsoft recommend that you wait for it to be offered through windows update.
Microsoft may recommend that, but I sure don't. From reading the threads here, Windows Update has proven to be the least reliable method of doing the major version upgrades of Windows 10. Mounting the ISO file of the new version and running setup.exe from a hard drive is the most reliable, and running setu.exe from a USB flash drive created with Media Created Tool is a very close second most reliable.
Microsoft's recommendation is more to do with the known blocking issues for certain hardware/software combinations. There's quite a long list now, manually installing on such a machine may lead to problems as it will bypass Microsoft's upgrade blocks. See post #1 in the link below for the current list of known issues before trying a manual upgrade.

I always defer updates for a while to give time for MS to sort out their teething problems. I thought the ISO method was the most reliable. I recently tried to upgrade my desktop PC from 1709 to 1803 but the PC hung on the first reboot with a black screen requiring a hard reset. Fortunately the PC was OK on restart. Updating via Windows Update worked on the fourth attempt after a series of download errors. Any idea why Windows Update worked better than the ISO route?
Just installed 1809 via iso. My WiFi card isn’t recognised - not in device manager. It was fine on 1803. So will be rolling back and waiting for it to appear in updates. Connected via usb WiFi and did any outstanding updates and it’s still not recognised.
Edit- WiFi card back after a couple of restarts 😊 So left it on 1809. This is old basic hardware.
Deletion bug fixed, all other hundreds of bugs still not fixed, your call. Better wait for 1903 though.
