I have metered connection on and auto. download over metered off. This worked to prevent automatic updates until 2018-11-14, when it downloaded lots of updates anyway. Does anyone know what has changed? Is there any way now to prevent auto. updates with Windows Home?
That started to become an unreliable way to do that a long time back, and MS has made simple ways less effective.

You're welcome. If you search, there are other things around that claim to stop updates too.
If you use Defender, you may wish to consider how it will update.
You can manually scan with a tool such as Windows Update Minitool (free).
The product I installed is called WUMT Wrapper Script. It invokes Windows Update Minitool. It also claims to handle Windows Defender updates, though I don't run that myself.
I think this was because you had installed KB4023057, which my Windows Updates MiniTool has found today but I will never install. I have used a metered connection on my Windows 10 Home, on which auto-updates has been disabled.

I just checked history, and I had not previously installed KB4023057, but interestingly, Check for Updates wants to install it now.
I've had no problem with WUMT wrapper script, which I installed ydy. after Win. Update had downloaded lots of updates over what I said was a metered connection.
The culprit could have been KB4462919, which I installed in Oct. Prior to that it hadn't downloaded over metered.
