Windows updates won't download (stuck at waiting for download)
Windows store is in the same state, can't update any app.
What I already tried :
sfc and dism (did not find any error)
removing softwaredistribution folder
windows update troubleshooter detect updates are waiting but does not fix it.
my connection is not metered
winver is 1803

- do you have Win 10 Pro with updates set to Notify?
And with all the above could be a DNS /connectivity problem.
Do you get any error message when you launch the Store app?
Are you using a VPN?
Ok I did reset store cache, re-registered store app, and reset windows update, and nothing changed
I run windows 10 home, and I don't think I have DNS issue (I can browse the web and download from other websites without issue). I don't use a VPN
No error message when I run windows store. But downloads fail with error 0x80D03805
Windows updates are still stuck in waiting for download state (download does not start at all but no error message)
Please read thru this carefully. Be patient, keep scanning. You will find an in-place upgrade repair install did NOT work (in example quoted).
However there are several ways different people found to solve their problem.
Note- there are several pages, so keep reading.
Hopefully something may help.
Have you ever done anything to disable updates? Change the status of services?

Unfortunately, nothing from this thread helped me. I tried every suggestions.
Also, many users reported they clean installed W10, and the issue reappeared after some updates.
What else can I do ?
Could be an issue related to 1803? And sometimes people need to be patient with the servers.
Do you have access to any other Windows device (of the same build) for comparison? If a friend could connect theirs to your ISP and get app updates, say..?
Meanwhile you can do further searches using that error number.
I have two computers, on the same internet connection. Both have the same build (17134.345), but only one is affected.
And this issue on the other one started a week ago.
Ok, thanks, so that discounts your network/ISP.
It also discounts any Windows update received as they are of the same build.
Do you have any System Restore points you could use from before this started?
Or a disk image you could restore? (We constantly urge users to use disk imaging routinely (e.g. Macrium Reflect (free) + external storage for images) so they can recover quickly from problems in many cases without technical help.
Do you keep a log of changes you make to your PC? Can you recall any?
You could try Tweaking.com's free repair tool. (Easy to find).
Try repairs 3,16, 25,26 for example

The only restore point I have is from today, and I don't have any disk image.
And I am not sure it would fix the problem because other users with the same bug had the problem again after a clean install and some update.
