The in-place upgrade repair problem with that is particular to 1809 having been withdrawn by MS, and is discussed elsewhere on the forum. Someone has reported they heard re-release is imminent.

Try the repair install with the 1803 iso. That was the only thing that worked with my cousin’s computer. Here is the guide.

TrustMe : I already tried that, it did not work (I kept personnal files and apps, I don't want to clean install for now)

In that case it's likely something specific to your account - that is not affected by an in-place upgrade repair.

    - installed program? Security?
    - a registry setting- e.g. something equivalent to a group policy setting

If you look at Windows Update in Settings, what do you see? Do you see any red text?

You could try Windows Update Minitool (free) and see if you can get updates using that.
