Windows Update, error 0x800700c1 and 0x80070643

    Windows Update, error 0x800700c1 and 0x80070643


    I have a strange problem, Windows Update has two pending updates, KB4462919 (cumulative update) and KB2267602 (Windows Defender definition update) but it can't install them. On the first update I receive 0x800700c1 error while with the second one 0x80070643.

    Also Windows Defender says that "Threat service has stopped" and I didn't manage to bring it up and when I try to update Windows manually with Media Creation Tool the PC reboots, rollbacks to the previous version and says that "The installation failed in the SAFE_OS phase error during Replicate_OC operation".

    I would like to recommend you look at Macrium Reflect.

    Really nice tool to restore your system should something really head south.

    You do need to create the boot media and test it.

    On to the issue at hand. I think I would run the Update trouble shooter.

    If you are using a third party AV (Trend Micro, Malwarebytes, McAfee, Norton, Bitdefender, etc) I would uninstall until you get through this. As well disconnect non-essential devices.

    ]If this doesn't get you past the issue I would do an inpace repair / upgrade. As you are on 1803 and assuming you do this today the MCT tool will give you 1803 boot media. If you have your own 1803 boot media you can use that. It is a non destructive process, keeps apps and data, but I always recommend a full backup of your data.

    I ran the Windows Update trouble shooter, it repaired the database and then tried to apply the pending updates but it failed. On the Windows cumulative update I got 0x80004002 error while with the Windows Defender one I got 0x80070643.

    I already tried an in-place repair with Media Creation Tool but I got "SAFE_OS phase error during Replicate_OC operation".

    My only AV software is Windows Defender and I nevere installed a 3rd party one.

    Did you ever have a third party AV?

    Any chance one sneaked in while updating something like Adobe? They are always trying to slip in something.

    Could you run sfc /scannow please and reporting findings.

    Not sure if updates causing issue or defender causing issue to updates.

    If you clean boot.

    Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts

    Then try Solution 4 and then 5. Lets see if you can't get Defender running.

    If that can helps, yesterday sfc was not working because there were some corrupted dll which I replaced. I don't know if a malware infected my system, I ran several antivirus software (like Malwarebytes) which removed something.

    Can't open that file, says 404.

    Sorry you say you didn't run and 3rd party AV's and then later you said you ran several antivirus software like Malwarebytes.

    One of these is still registering somewhere.

    Did you uninstall all these?

    Yes I uninstalled it with Malwarebytes cleanup utility.

    Minor errors which are quite common for Defender and Cumulative updates.
    Just wait and they will try them again.
    Just looked at my own and that is the case, they will eventually install.

    I would just check through your Windows Defender settings, several pages of that.

    When you ran sfc /scannow did it say you had integrity problems. If so run it three times.

    So if you uninstalled with Malwarebytes then you have and matybe are running 3rd party AV's.

    Did you uninstall all third party AV like Malwarebytes and anything else you installed.

    Malwarebytes was the only 3rd party AV that I installed, after it I only used CD rescue AV without installing anything.
