Mine failed today (3 times) on this update. It's marked as 2018-11 and my system already had the update (KB4023057) installed as 2018-12 on 12/06/18. Uninstalling the KB in Programs and Features has not corrected the problem on my system. Thanks a bunch MS!
Update: Fourth auto WU check for updates got it correctly installed. Still don't understand why it tried to install 2018-11 version when the 2018-12 version was already installed. Update History still shows the three failed installation attempts of 2018-11 as well as the fourth successful one. Also still wondering if v1809 will show up in February since it didn't in January.
Interesting. I just found the same in my desktop PC running Win 10 (1803). Checking my laptop running the same version of Win 10, I see the same thing. That KB was installed in early December 2018 on my laptop and early January on my desktop (see below).

And here is the bogus entry in Programs and features in my desktop:

Looks like uninstalling the bogus entry from Programs and Features followed by a reboot fixes the issue. The KB from 11-2018 then installs fine.

Me too. And was so simple. I never thought to look in Program files for a bogus MS update entry.
