I am not proficient with batch, and I kept going over yours. I really couldn't see any problem in it, so it must be the usual suspect again: MS Windows.

I have not noticed anybody else reporting a WD versions reporting problem.
If you have scanned to eliminate malware as a possible cause, I suggest running a "Repair install" [aka "InPlace upgrade"] to see if that will fix things. Or SFC and DISM.
If you can find no better guidance by searching the forum then I suggest creating a thread of your own to get assistance.
