I updated my Surface Pro 2 from Windows 8.1 to Windows to 10 Friday and have Activation Error code is: 0xC004C003. I did not do a clean install but an upgrade using windows update which is recommended for initial upgrade I believe. I did a live chat and a remote session on the Surface with Microsoft yesterday and they could not resolve the issue. They could not find in the registry that I had installed using windows update. Once they saw that they moved me on to level 2 session scheduled for today.

During my install from windows update I got in loop of shutdown to restart and back into win 8.1 with a request to restart to install updates. This occurred several times. It finally installed after several iterations that ended up with the Surface Pro out of the docking station and plugged into the original power cord. May not be related but is odd

If I get any resolution today that may apply to a clean install I’ll post

I believe you need update you old OS to Windows 10 BEFORE doing the clean installation. The activation will then stay in place for the life of your computer.

I found that after my computer was upgraded to Win10, the MSDM table on the BIOS (which is where my Win8.1 key was located) no longer exists after the upgrade. I used Read Write Everything to look. The only other place it could be now is stored on your MS account in the cloud. So a clean install of Win10 on a previously upgraded machine would need to log into your MS account to activate. I think, heh.

Leave it for a couple of days, if it doesn't activate by then try activation by phone, very easy to use method.

Level two MS advised me to revert back to 8.1. Said they don't have much time or much history with fixing activation issues. I went to backup in settings, clicked the revert button and had dinner. When I got back I was in 8.1 was restored. Since I had an activation issue, there advise was to wait a couple of months for activation issues to be resolved and then try again. Or I could try to again now through windows update... I'm waiting for later.

BS. I fresh installed after upgrade from Windows 7 with no problems and, although I have an MS account, it was not associated with my Windows 7 account. You should quit spreading these ill thought out speculations.
