cumulative updates download but won't install

couldn't find this, so a new thread. sorry if i missed it.
did a clean install of the spring upgrade 2018. since then no cumulative update will install. seems to download fine, but always an install error. i have tried everything i could find on the web, ms support, youtube, etc. and nothing works. my entire system checks out fine with log collector, but the only error i can find concerning the failure is from the ReportingEvents.log: 80070bc9 UpdateOrchestrator Failure. so i don't know what gives. at least they are downloading, which is a first for me. manual updates produce an error as well. i've never been able to get cumulative updates on either my desktop or laptop. everything else in win 10 is fine now that i fixed the freezing error.
desktop: Intel Core i5 4670K Haswell
    RAM 8.00GB Dual-Channel DDR3 @ 665MHz
    Gigabyte Motherboard Z87M-D3H
    Intel HD Graphics 4600 (Gigabyte)
    232GB Samsung SSD 840 EVO 250GB (SSD)
    465GB Hitachi HTS545050A7E380 (SATA)

this behaviour is the same on my laptop which is an older Asus sandy bridge 8G ram Samsung 840 EVO.
neither have be able to install the cumulative updates, but other patches succeeded. the commonality is the sammy's.
so, outside of the usual solutions which have not worked, anything outside the box? i am wondering about the ssd's and if i should try something else. i haven't seen online, any issues with samsung and windows 10.
help is appreciated. sorry for the verbosity!

how do they fail? they don't start to install? the stop at 20%? they install and reboot only to attempt to install again?

You can try to repair your current windows with DISM Tools
Run from an Admin CMD Prompt, be patient the more repairs needed the longer they will take to complete
    Dism /Online /Cleanup-Image /CheckHealth
    Dism /Online /Cleanup-Image /ScanHealth
    Dism /Online /Cleanup-Image /RestoreHealth
    Dism /Online /Cleanup-Image /StartComponentCleanup
    SFC /scannow
    chkdsk C: /f

Yes. Do what is stated in the comment above mine. Restart the computer afterwards. Try to do updates. If they work, that's good.

Yet suppose that they don't work, here are a few other sources:
    1) Go to: Reset Windows Update in Windows 10 | Windows 10 Tutorials
Download that "bat" file, and try it out. Hopefully that fixes it.
    2) Check out: https://support.microsoft.com/en-us/...-update-errors

    Hope you get that fixed.

thanks to both for replying. install fails at 25 %. i have done these things many times without success. sfc is usually unable to execute as it goes into waiting for repair, reboot hell. i had to reboot 15 times once before it cleared. it always comes up clean. no errors on chkdsk. disks healthy, all partitions healthy from a number of programs. any other thoughts? thanks. task scheduler shows nothing that would interfere.

If you can't repair your system, then that only leaves you with Clean Installing, ensure you have all the latest hardware drivers on hand I usually download them to the same USB I use for the Clean Install. After using MCT to create an install USB media, I create a folder Drivers and download all the latest drivers for motherboard, chipset, any propriety software for the motherboard or other hardware You would donwload these from your manufacture support website for your paticular computer. Perhaps there is something in this Tutorial that will help you Use DISM to Repair Windows 10 Image | Windows 10 Tutorials

Suggest you check your disk- go back to basics.
E.g. Hard Disk Sentinel (trial) - also covers SSDs.
Else HD Tune - Health tab and Error scan tab.

Though strange you see this on two systems. Is there any common utility software installed?
Do you have adequate free space?

Examine the update logs for clues if you have not.
Try a clean boot before updating.

disks are good. common stuff between systems: samsung 840 evo's and ms office. but have had this problem on a totally clean system with nothing installed. 50G's of free space on each os partition. update logs show only the 'UpdateOrchestrator Failure' even tho' it put thru an xbox update and i don't use this on the desktop. all drivers updated and mb model has best bios update for that. don't know where to go but a clean install in the fall. thanks for replying.

Given you've reset Windows update and tried a clean boot, the usual ultimate fix is an in-place upgrade repair install which keeps all progs and data and most settings.

That should deal with any services or permissions issues.

Presumably you've previously tried disabling any security solutions (although those don't normally impact updates), and the Windows Update Troubleshooter.

There have been reports of Defender (some bugs in 1803) and high CPU use- one recently related to the update orchestrator log folder.

(There should normally be no need to manually update drivers)
