Win 10 KB4338832 issues
Windows 10 keeps trying to give me KB4338832 update for Adobe Flash Player and it fails every time (mainly because I uninstalled it?). What can I do to get this update to stop?

This is not the Flash Player update for browsers such as Chrome and Firefox, and others. This is the Activex Flash for MS Edge and Internet Explorer. It contains security updates. You should let it install, every time. Whether you use the Other Browser Flash Players or not. It is separate.

There are two sorts of Flash Player. There's one you install for your 3rd-party browsers like Firefox and Chrome. This one is your responsibility to keep up to date and you (or your browser) will get the updates from Adobe.
The other Flash Player is part of the Windows system and updates are delivered by Microsoft through Windows Update, quite independently of any other Adobe Flash Player you have installed. This one is only used by IE and Edge, in fact you cannot install the Flash Player direct from Adobe for these built in browsers.
If the Windows Update delivered Flash Player is failing to install that's something you should sort out ASAP, you need this update to keep Edge/IE safe. Try running the Windows Update Troubleshooter.
I tried running the Troubleshoter Bree and it will not run! I mostly use Firefox and do not now have Flash Player on my system. I'll just let it do it's thing and hope it will some day install.

If you uninstalled Flash Player, that would just be the one used by your Firefox. Edge uses the separate MS-supplied Flash Player that cannot be uninstalled. It can however be disabled in Edge > Settings > Advanced settings. Does Flash Player work in Edge?
You should be able to run the Troubleshooter (even as a standard user, a UAC prompt will ask you for an administrator password before it lets it run). It sounds like there's some other underlying problem here. What happens when you try to run the Troubleshooter?
Troubleshooter says there is a problem and if I click on more details it will give me an error code. I've tried the one in Windows 10 and I downloaded one, both had the same results. ERROR. Looks like I have some "issues" for sure.
Standard fixes (in this order)...

DISM's restore health Use DISM to Repair Windows 10 Image | Windows 10 Tutorials
SFC may fail to repair at first, but may be able to repair after using DISM. If errors are found/fixed, repeat until no more errors are found.
What version of Windows do you have? If it's already 1803 then an in-place repair install can fix problems sfc/dism can't. If it's 1709 this will also upgrade you to 1803, unless you have the 1709 install media to hand (ISO or usb) and use that for the repair install.

I'm on version 1803. I tried DISM but I had the commands wrong as it would not run. I also did sfc /scannow and it ran but stopped saying it was 100% done. then nothing, it just sat there. I might need to go back to a restore point from last week.
Now Windows 10 will not download the update and I could not do it manually. Plus I can't get Troubleshoot to work. Going to see if I get any more updates this week. If not I guess I'll have to repair Windows 10.
After a bunch more searching and trying a batch file to stop and restart updates I think things are back to "normal". Other updates have been done and Troubleshooter works. Gotta love Windows 10 updates....NOT. Thanks everyone for their help. Love this forum.
