I had to do a cold install. There was some sort of malware running that prevented Windows Update from running and caused this error. I tried the Windows Update Troubleshooter which downloaded this program wu170509.diagcab and it said it "fixed" the errors:

It was a false fix as Windows Update would run once (without updating anything) and then go back to the error. I had to do a cold install but only after scanning all my other hard drives for any leftover malware. So far, so good.

Ouch! Sorry to hear that. Seeing your post made me run WU just now and got a Windows Defender update. Runs smooth.
Maybe the enabling of ActiveX options has something to do with it too. I don't use IE, but a post offered it as a possible fix.
