    Windows Update Settings Question

I'm using Windows 1803 17134.112. These are my windows update settings:

I have recently checked for updates:

When I run a check for updates, why doesn't the check find KB4284848 (the recent cumulative update for 1803)?

I changed the feature update deferral to 0 and the quality update deferral to 0, checked for updates, and it found the cumulative update which downloaded and installed without difficulty. But didn't the cumulative update become available on June 26? Why wasn't the update found when checking for updates with the deferral settings at 5 days and 3 days?
