Download this (Iinked it in my first post).
Download WUMT Wrapper Script - MajorGeeks
on another PC.
Extract the portable version.
Make sure you know what it does and how to use it, and how to undo the change.
Put the portable version on a USB disk.
Log in to your problem PC.
Run this program.
Settings, search for Trouble, Click Troubleshoot. It should be listed.I can't find the update troubleshooter.
Either use the Services management console (services.msc) or the following in an elevated commandline window (right-click on Start, select Command Prompt (Admin) ):
thenCode:net stop bits
Don't be surprised if/when Microsoft undo your changes.Code:sc config bits start= disabled

Note that if uploads from your device count towards your data plan then you'll need to do additional work (e.g. use something like O&O ShutUp10).

In 1511 the 'metered connection' switch for WiFi is not in 'manage known networks'. It is found in:
Settings > Network & Internet > WiFi > Advanced options
Version 1511 reached end of service on October 10, 2017. There were no further security updates for 1511 after that date.

Any updates for 1511 after that date are to notify you to update Windows. One or two in particular will install the Update Assistant to force an upgrade on you. This is particularly hard to stop as the Update Assistant doesn't use windows update and will likely ignore the 'metered connection' restrictions that apply to windows update. Also, if you uninstall the Update Assistant it will reinstall itself from locally held files.
KB4023814 and KB4023057 are the main culprits. These do not appear in the list of updates that can be uninstalled, but their effects can be undone. See post #27 here...

To be honest, apart from Defender definitions there are no relevant updates available for 1511 any more. You might as well disable the update services for all the good it does you. It would be better though if you updated to a version that is still in support.

Thank you for taking so much time to help, I appreciate it. Having being given no other choice by Microsoft, I left my laptop logged on today so as to finally complete the updates (this was before I opened this topic). In the settings section there is the following message; “Your device is up to date. Last checked; Today, 0934.”
However the svchost [BITS], which as you know is linked to the update function, continues to run unabated. As I mentioned in an earlier post, it has used over three gb of data and is still running. Can I disable svhost[BITS]? If so, how?

I’ve no issues about updating (apart from the fact I cannot choose – I had a Win 7 laptop which I never updated), just so long as the data used to do so isn’t excessive, but this blasted svchost[BITS] is draining my allowance. At this rate I will have used this month’s data within the next few days!
If you have had the update assistant installed, that works outside of Windows Update and will continue to download the upgrade files for version 1803 even if windows update says you are up to date. This is most likely what is using Bits. The upgrade files will be about 4GB in total. To stop it, as I said in post #14, you should see post #27 here...

Or you could just let it run to completion, that is if you can afford to use up 3-4GB of your data allowance.
Sorry for the none joined up posting. I am having to dip in and out quickly and have not properly read the replies!
I disabled BITS via services and guess what? Even though it is disabled it continues to run!
I'm going to go offline but keep this page up so I can properly read the replies.
