I understand how frustrating it can be when this upgrade and download keeps being reattempted.

Yes you can - if you really want to, and are sure you can revert from this:
Stop Windows 10 Updates Properly and Completely Solved - Windows 10 Forums

(I searched the site for you:
    completely disable Windows updates
    )

Note: Before any attempt to upgrade, please secure your current state by creating a disk image. This makes sure you have a way to recover should things go horribly wrong (and they can). We continually urge users to use disk imaging routinely- that way you can recover from unbootable situations, uncorrectable problems, even disk failure (new disk) without technical help, relatively painlessly.

E.g. Macrium Reflect (free) + external storage for disk image sets.

You will need to fix this at some point.
    Basic steps:
Run chkdsk C: /scan from an admin command prompt
If ok, Run SFC /SCANNOW from an admin command prompt
Uninstall any AV and security software.
    Disconnect any unnecessary peripherals.

Retry manually: Download the iso using the MS update assistant, so you can retry without downloading each time.
Download Windows 10 ISO File | Windows 10 Tutorials

Note that the error number is sometimes related to problems accessing the update servers.
Thus manually upgrading may succeed- try without accepting updates during the update process (i.e. offline).

    Otherwise: try:

Try the update troubleshooter, (Settings, search 'trouble', click Troubleshooter....

I too haven't been able to install the "1803" update., I've tried every which way that has been suggested in these forums (& elsewhere) and it fails each time so now I've resorted to using Windows Update Show/Hide from here: Hide or Show Windows Updates in Windows 10 | Windows 10 Tutorials but not until after I had done an edit to force WU to ask every time it wants to download something. Tute here: Enable or Disable Windows Update Automatic Updates in Windows 10 | Windows 10 Tutorials look at option 6.
It could be dangerous to cut off ALL updates. Microsoft really needs to take a good look at their updates - people should not have to jump through hoops in order to accommodate them.
Now I'm faced with a clean installation on all 3 of my 10's.

If you have Pro you can set updates to Notify - as I have. (Option 1, subsection 6 in that tutorial).

If you have Home, you have to follow a different procedure to hide 1803, which I can post if needed.

You can also use Windows Update Minitool (free).

I see settings in Enterprise are a little different too.

I turned off updates by setting Wifi connection to "metered"
On august 30th 2018 I saw under updates that there was an additional update that said it would fix problems with the update process.
So I took off the "metered" designation and in update selected download updates. It did and installed V1803 OK

So I just waited until Microsoft could fix the problems with the update and the process itself. Oly took months.

Still can't install it, even tried making a complete system DVD including 1803, it wont even do a clean install. I think my machine is too ancient to cope with it.
    Sticking with 1703 for now.
