I went to Windows Administrative Tools/Services and found the Windows Update entry was set to "manual (trigger start)". Shouldn't it be "automatic (trigger start)" for WU to work properly by itself?

No. The service is triggered by the task.

Two weeks ago I changed the entry to "automatic (trigger start) and tonight WU did the auto check/download of the patch tuesday cums. When I checked, the system was waiting for a restart to finish the updates. Waiting to see if the next updates are automatically found.

Well, it's 09/02/18 and WU has been checking for updates every day. WU is still running as automatic (trigger start) and no updates have been found. The August 30, 2018 - KB4346783 (OS Build 17134.254) has not been downloaded yet. I will wait another week and see what happens.

I'm in the exact same situation. I'm just going to wait and see. Perhaps my PC (and yours) are bottom of the list for this update for some reason.

Sure manual check upgrades it but auto doesn't.

    Sorry I can't suggest why...

Nope, since WU ran automatically for the last update, I let things go to see what would happen when the next CU came out. I've decided to let it ride as is, since I have other, more important, things occupying my time. I'll keep the in place repair in mind if things get worse. Right now, I'm confident that if I manually select "Check For Updates", it will find KB4346783 and update the system with it. Nothing is malfunctioning with the system right now, so I'll take the "if it ain't broke, don't fix it" route.

I have waited the additional week. WU checks automatically every day at various times in the morning, afternoon, and evening. It continues to state that the system is up to date and it has not downloaded KB4346783. The system is still at bld. 17134.228. Last night I ran a System Image Save. Tonight I ran a manual check for updates and KB4346783 immediately began to download. Just as I suspected it would. Today's auto check ran at 7:47PM and found the system up to date. I ran the manual check for updates at 9:23PM and the download started immediately. After months of monitoring this function, I still don't know what is going on. The update of KB4346783 went flawlessly and took 12 minutes from the start of the download to the finish of the restart. The system is now at bld. 17134.254. Waiting for the next CU or version update to see what happens.

The KB4346783 update contains NO security updates. It is a preview of the non-security fixes due to be in the next 'Patch Tuesday' cumulative update. As such, MS seem to have it marked as 'recommended' rather than 'important'. The automatic check for updates would seem to only download important updates, but a manual check gets them all.

To investigate this I have left my test machine running 17134.228 continuously for the past three days. It has automatically checked at around 10am three times now, it still says it's up to date.

MS have said the only one with security fixes is the second Tuesday CU. They also said there could be these additional non-security preview updates in the third and/or fourth weeks.

    • At times referred to as our “B” release, Update Tuesday (most often referred to as Patch Tuesday) updates are published the second Tuesday of each month. These updates are the primary and most important of all the monthly update events and are the only regular releases that include new security fixes.
    • An out-of-band release is any update that does not follow the standard release schedule. These are reserved for situations where devices must be updated immediately either to fix security vulnerabilities or to solve a quality issues impacting many devices.
    • The “C” and “D” releases occur the third and fourth weeks of the month, respectively. These preview releases contain only non-security updates, and are intended to provide visibility and testing of the planned non-security fixes targeted for the next month’s Update Tuesday release. These updates are then shipped as part of the following month’s “B” or Update Tuesday release.

It wouldn't make sense to force an update/reboot on us nearly every week, that only makes sense for the 'Patch Tuesday' one. I know 'MS being sensible' seems a bit far fetched but it's the only interpretation that I can come up with.
