I always receive message " We Can't Finish Downloading Your Update " and i turn off my metered connection because i would like to download the new update. Been waiting for 1 hours and the update still not downloading anything and stuck at awaiting to download.

Is there a way to start it?
The 'Features Update to Windows 10, version 1803' will upgrade your system from your current version of Windows 10 (probably 1709) to the latest version, the 'April 2018 Update' (1803). This is not a cumulative update that patches your current system, it is a full replacement for the windows you are using and means there are several GB to download. This can take hours, depending on your broadband speed.
You can check if a download is actually in progress by opening Task Manager. On the Performance tab look for activity on the Ethernet or WiFi. On the Details tab look for TiWorker which will be doing the preparation for the download.
You don't have to wait for Windows update to update you to 1803, you can manually update it yourself. See the tips at the end of this post.
