    There are 2 issues here:
    1. The wrong key is in use. Enter your own Pro key.

    2. The error - Service Available: false and The Software Protection service failed to start - refers to access permissions not being granted for it to run.

sfc has verified the files are fine but the permissions can only be reset on an offline image - meaning booting into setup from USB/DVD and selecting repair/advanced options/command prompt. You will need to run

    Dism /Image:C:\Windows /Cleanup-Image /RestoreHealth /Source:X:\Windows

(Use diskpart to make sure Windows is on C and not another drive letter.)

    As the OP feels that...

...they may need some more guidance.

The TenForums tutorials can explain how to do some of that. Before you start, with windows running note the size and the name of the C: drive so you can recognise it later. Then...

How to Boot to Advanced Startup Options in Windows 10
Option Five: Boot to Advanced Startup Options from Windows 10 Installation USB or DVD

Once booted to the Advanced Startup Options you'll find the Command Prompt option in the 'Troubleshoot' section.

(Use diskpart to make sure Windows is on C and not another drive letter.)
At the command prompt, type DISKPART, use its LIST VOL command, then type EXIT to get back to the command prompt. In this example you can see that my "Windows10 (C:)" drive has been given the letter F: when I boot from an install usb.

    Thanx @Bree

'Suppose the correct Dism command would be:

    Dism /Image:C:\Windows /Cleanup-Image /RestoreHealth /source:WIM:X:\Sources\Install.wim:1

Depends, in my example above the image to be repaired is on seen as the F: drive when booted from the install media, so that part of the command would have to be /Image:F:\Windows

Depending on how they got the media, it could have an install.wim or an install.esd, both will work though. For the OP's 16299.431 build, the media would have to be for version 1709. In that release the index number for Pro wasn't 1, usually it was 8. So that part would have to be either: /source:wim:X\Sources\install.wim:8 or /source:esd:X\Sources\install.esd:8

Assuming the media is on a usb/DVD seen as drive F: (if not, use the appropriate letter) you can confirm the correct index number to use (do it in Windows before you boot from the media) with the appropriate one of these commands in a Command prompt (Admin)...
    dism /Get-WimInfo /WimFile:F:\sources\install.esd
    dism /Get-WimInfo /WimFile:F:\sources\install.wim

You'll see a long list of all the versions, look for something like...
    Index : 8
    Name : Windows 10 Pro
    Description : Windows 10 Pro
    Size : 10,521,784,395 bytes

Well done... good to hear it's sorted. :)

You may run into problems in future with that key - it does not show a Digital Licence activation code - something fishy with that activation. You should change product key to VK7JG-NPHTM-C97JM-9MPGT-3V66T
