Over the holiday weekend, I visited my parents and they have a Surface with Win 10 Pro, same policy, same issue.
Is MS already aware of this issue? How best to report this?
Is it a good idea to use a different setting in the meantime?
I recently changed the policy to "3 - Auto download and notify for install". That doesn't seem to be working either. I went to updates, it said no updates available. I clicked on check for updates, it showed 4 updates as pending for install, so it had already downloaded them. So, the downloading part is okay for the above policy, but notify is a no go. I'll set the policy to not configured now and see what happens next time...

Yoy may like to know that I have just had a notification to download, the update waiting to download was a Defender definitions update. This is the first such notification I have seen for a long time. This machine is now on Windows 10 Pro, 1803, 17134.523. The policy was set for "2. Notify for download and auto install".
Unbelievable, but true... I just had a notification that updates were available for the first time in months!
So, policy setting 2 is working again, for now.
Yes, I too now get notifications in 1809
