Cumulative Version 1709 Updates for x64-based systems stuck on restart

Since March 2018, 2018-03 Cumulative Updates Version 1709 for x64-based systems (KB4088776) has stuck on requiring restart to complete the update. Though restart was performed either manually or automatically, this update has never been successful.
Starting from May 2018 now, Windows seems to give up implementing the above update, instead trying with another Cumulative Updates: 2018-04 Cumulative Updates Version 1709 for x64-based systems (KB4093112). But with the same disappointing behavior: it ends up with a system constantly requesting restart.

So far, MS does not provide a solution, maybe not even aware of such problem.

my Windows specification:
Edition: Windows 10 Home
Version: 1709
OS Build: 16299.248

Back on March 5th of 2018, a pair of updates (KB4090913 & 14) corrupted the files controlling the updates on my system and the system was stuck in the update loop you describe. None of the suggested fixes people offered worked. I ended up doing an image restore from prior to the 03/05/18 updates which fixed the issues and I was able to proceed with updates in a normal fashion.

Open Windows updates > uninstall > enter each of these KB# and indicate whether they appear or do not appear.
Do not uninstall them, only indicate what is seen.

Things is getting worse now.
According to Microsoft catalog, KB4093112 has been replaced by the following updates:
- KB4093105
- KB4103727
I downloaded the latest KB4103727 from Microsoft Update Catalog (Microsoft Update Catalog), and performed manual installation. The installation requested restart at the end.
After restart, checking the "Windows & Updates" page in Settings shows that both KB4093112 (previously stuck in restart loop) and KB4103727 are stuck in the loop of restart requests.
May be the correct solution would be first uninstall the previous KB4093112 incomplete installation before install KB4103727? But I have no idea how to uninstall an incomplete installation (KB4093112).

Computers can have problems from Microsoft Windows updates.
Computers can run fine without getting all of the Microsoft updates.
And sometimes troubleshooting the failed updates causes new problems.

In general it seems that ignoring update problems (unless the update is needed to solve a critical problem) is the best option. Over time Microsoft generally provides cumulative updates that fix problematic updates.
And with Windows upgrades happening every 6 months most problems are fixed with each upgrade.

As long as you have both a Macrium backup image and a restore point you can troubleshoot updates.
For manual updates you must be certain that the update is applicable to the computer environment.
Otherwise it is best to rely on Windows updates and be patient with the Microsoft fixes over time.

If you are having problems there is a command that may be able to fix problematic updates.
Alternatively there are commands that can uninstall particular updates.
The first I can provide the command. The second you may need to troubleshoot or see if someone viewing this thread has used these commands.

1) Find a flash drive that you can format ( > or = 8 GB)
2) Create a bootable Windows 10 iso
Download Windows 10

Update the specs in the "My Computer" section:

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, port replicator, docking station, USB wireless network card, etc.)
