Stuck at black screen with spinning circle on boot after 1803 update

After I updated my Windows 10 to 1803, my PC can't boot. Stuck at a black screen(no windows logo) with a spinning circle , no HDD indicator activity. However, I can enter safe mode. What is the problem?

I too have this problem, I get my HP logo and wallpaper, type in my password then the screen goes black and I get nothing except the hour glass, no task bar, no start button no icon, I can't get it to start in safe mode either.

    HP 17.5 laptop, W10

I assume windows has done an update whilst I was away from the pc.

Just to say I have an HP and by pressing F11 on start up I managed to get into the recovery and was able to do a system restore from there. A bit bothered the update will cause problems again in the future tho'.

    I had the same issue.

Create windows 10 version 1803 USB Boot Stick => run as UEFI (in my case with F8 at boot) => then restore windows to earlier version.

Anyone knows about a fix ? This is annoying...

    Fixed

I had same problem... fixed it on 3 different computers with this problem. Use msconfig.exe , services, and uncheck "Advanced System Care " then all computers updated properly.

Not able to Boot after April Update

I have the same problem --- not booting, black screen, dot circle rotating endlessly to no effect. Also, the PC has been dead, no power / charging for much of the day. With difficulty I can occassionally get into Repair Environment and then Safe Mode. Repair options in Repair Environment have not worked. What should I do if I can get Safe Mode again? If nothing else is better I may see if I can revert to previous, and then wait in hope that MS issues effective solutions before long. Many more hours wasted.

Regarding getting into Repair Environment have I done this by (1) holding sound down button for 5 seconds (2) then press / hold power button a few seconds (3) repeat at least 3 times. It is a bit hit and miss but it has worked
    a few times.

I have the same problem, multiple PCs. Blue spinning cursor, black screen,no login options. I have done both a system restore and also an entire upgrade rollback (1803 revert to 1709).

I have seen many people complaining about this, a few suggestions, but no definate fixes that work for everyone it seems.

I am posting as a #metoo, just so we can all share the pain.

Normally, my windows upgrades go smoothly, but 1803 has been a mess.

I have the same problem of spinning blue dot on black screen (on the location of the mouse pointer).
The mousepointer location moves as spinning blue dot.

I have no system restore points available. I cann't roll back from Windows 10 v.1803 to v.1709.

I want to make a bootable USB-stick of Windows 10 v.1709 with Media Creation.
I expect the PC will start up.

Can I install Windows 10 v.1709 created with the Media Creation Tool over the v.1803 partition ?
I expect all data will be lost in that partition.

Must a product key be entered or will the product key be taken from the BIOS, bacause the
key and HWID are there because with Digital License? The windows 10 Home x64 Digital c
License came after the free upgrade from Windows 7.

Thanks for your response or tips.
