How to fix 1709 KB4093112 update?

I have to have my windows update on a meter connection or else they download and install them, Two other updates will fail and when I restart my computer it will say can't install the update, Rolling back changes and it restarts my computer 3 times.

Tried the troubleshooting and downloading the update from the catalog site and that doesn't work

try sfc /scannow in elevated powershell. It fixed my issues.

I spent so long trying to fix this, Doing a lot of fixes and doesn't work, Why haven't I thought about this? Thank you, It installed now.
