Sorry..............but I have got something wrong...............
I looked at the Update History and realized that the small update I said was successful was NOT 
I have downloaded the .bat file and run as administrator..........
Cannot reset Windows Update since "Windows Update" (wuauserv) service failed to stop.
Press any key to continue...........
Then a few lines and whoof - it closes

That's ok Bob.
See if you may be able to manually stop the "Windows Update" service, and then try the .bat file again to reset. If needed, you may need to restart the computer and try again to stop the service.

Manually stopped the wuauserv service OK
Ran the .bat file as administrator
4 services stopped
successfully flushed the DNS Resolver cache
deleted 2 .dat files
could not find C:ProgramData/Microsoft/Network/Downloader/qmgr*.dat
deleted 16 .et1 files
it hung for a while and then
2 access denieds
and whoosh - gone
will now try and upload again

It sounds like the .bat file successfully ran to reset Windows Update. Be sure you restart the computer immediately afterwards though.

have tried to manually stop auaserv service
then ran the .bat file
then apply the very first basic single update KB4077525
but it always shows as 'failed to install'
producing the report again - still shows unfixed error

What is the unfixed error?

I was referring to the Potential Windows Update Database error detected not fixed at the beginning of the report

If you like, you might see if a repair install may be able to fix Windows without having to do a Reset or Refresh.
Repair Install Windows 10 with an In-place Upgrade Windows 10 Tutorials
Afterwards, see what the troubleshooter reports. If all checks out, hopefully Windows Update will get you updated.

However, it started searching for updates and so I lost what I was reading

Hmm, it sure is being stubborn.
Just to verify when you were trying a clean install:
1) Did you create a bootable USB using Option 1 below?

2) When you booted from the USB at boot and "Windows Setup" started, did you wipe the hard drive to be an "unallocated" disc at step 12 (legacy BIOS) or step 13 (UEFI) below?
