    Have you already tried to manually download and install the latest KB4074588 update below for build 16299.248?

    If you have a 3rd party AV program install, you might see if temporarily disabling it may help if it's interfering.

    no 3rd party AV program

    I downloaded KB4074588 MSU for Windows 10 v1709 64-bit(x64) - 686.6 MB

    and I got a message

    Windows Update Standalone Installer

    The update is not applicable to your computer ???

    Am I doing something wrong ?

    As an experiment, let's see if you're at least able to manually update to the latest 14393.2097 build for your version 1607.

    Good news so far.

    Now, lets see if we can get you updated to the latest 15063.936 build of version 1703.

    How is Windows Update working for you now? Still same error?

    If so, run the Windows Update troubleshooter to see if it may report anything to help more.

    Let's reset Windows Update using the .bat file in the tutorial below to see if that can fix the remaining issues with Windows Update.

    Afterwards, give "Check for updates" a try in Windows Update to see what it does for you now.
