In Jan/Feb there have been problems with computer operating systems after Windows updates.
    Spectre and Meltdown.
Some computers after updates have had problems with: inaccessible boot device, problems using USB ports, a keyboard and/or a mouse.
Many of these threads can be found in the threads on Ten Forums.
If you have gone this long with 1703 without upgrading to 1709 it may be in your best interest to wait one more month until there are automatic windows updates that address these problems.

Approximately every six months there is a major Windows upgrade. It is likely the next windows build will be 1803 or 1804.

If you still want to upgrade despite these recent problems we can evaluate the computer environment and troubleshoot the upgrade failure.
