RE: Bluetooth drivers. i'm not expert on that but check device manager for devices and check each device for
    events.
That is the thing I have nothing in device manager (no Bluetooth)! I checked even other views: there is nothing! Bluetooth driver in question is called: "BthA2dp.sys" Microsoft Bluetooth A2dp driver.

It might be possible that your onboard security blocks the powershell script for internet connection check.
It checked for internet connection but it reported there is none! Sledgehammer should work, nothing else was installed. But I run Sledgehammer quickly after I connected to the internet just to be sure. But it probably works (I hope). Because it wouldn't make sense, if it didn't work offline...

Disable driver updates depends upon your version of windows and how the restriction is applied. if you don't have group policy editor then you'd likely need to configure driver update blocking manually.
I tried to find answer to this years before Sledgehammer, I tried every registry/gpedit setting. Nothing ever worked to stop automatic updates. Including what people sent me on this forums (nothing ever worked) until Sledgehammer!

Sledgehammer will not disable the following service if the user has installed KB4023057.

Service Name: Microsoft Update Health Service
    Image Path: "C:\Program Files\Microsoft Update Health Tools\uhssvc.exe"

I don't have Group Policy Editor. I need not configure driver updates manually. The drivers have not been installed automatically.

I don't think I have this update. It should from January 2021 for 20H2. But I installed from 2020 ISO. I don't see KB4023057 in my update history. Nor using batch file "getWindowsUpdateList".

If you've got it - it installs as a program.

Just some general information if you are interested . . .

    > Is the Windows 10 app Microsoft Update Health Tools legitimate?

    I hope this helps.

    Just an FYI on Sledgehammer.

I just tried to download and install a store app with Sledgehammer configured to temporarily allow store.

I could not use Microsoft Store or even check for updates via Sledgehammer> Wumt or WuMgr

I'd totally forgotten that I had put a hard block on updates and removing that block got it working.

It can get slightly confusing if using multiple solutions to control updates. I also forgot about this:
