Here is what fixed it for me:
I installed Windows anew using the thumb drive I created. Of course, using the option to keep all files apps and settings. After that, I let Windows update run its course. It found KB4058258, installed it and after the reboot it was on 16299.214.

It is set. I use Windows Defender. I manually installed the delta of, I believe, KB4056892 in early January (the first Meltdown/Spectre mitigation patch). I noticed the registry entry was already in place then.

I believe installing the Jan 3rd delta update is somehow connected with this issue.
The answer is definitely to uninstall KB4056892, run the DISM tool (elevated command prompt)

    DISM.exe /Online /Cleanup-Image /StartComponentCleanup

    Then manually install KB4058258.

Yes, it did this on a different computer that is also affected and it did the trick! :)

When I manually uninstalled KB4056892 in the GUI, I noticed there's two updates to remove by the way:

So you have to delete the two updates KB4056892, run the DISM.exe / Online / Cleanup-Image / StartComponentCleanup and manually install the KB4058258 and restart win10 when you request it?

Yes, I uninstalled both, rebooted. Windows was back to 16299.15. The did "DISM.exe /Online /Cleanup-Image /StartComponentCleanup", did not reboot, installed KB4058258, rebooted. and it was fixed (16299.214)

I agree a reboot is best after uninstalling the KB4056892 entries (they can take a while).

Many thanks to Ben Hastings and winactive for this valuable information.

I will attempt a repair at the weekend.

My first attempt ended in failure, but my second attempt has actually worked, almost by accident.

First I went to the Microsoft Update Catalog and downloaded these 2 items for my 64 bit version of W10 (for offline installation):

*KB4056892 (last one on here for 64 bit): (*IGNORE THIS ONE)

    https://www.catalog.update.microsoft...px?q=KB4056892

KB4058258 (middle one on here for 64 bit):

    https://www.catalog.update.microsoft...px?q=KB4058258

I then went to Windows Update and uninstalled the 2 versions of KB4056892.

Then, using the elevated command prompt, via Win + X, I copied and pasted:

    Code:
    Dism.exe /Online /Cleanup-Image /StartComponentCleanup
I pressed Enter and let it run to completion > Closed it > Rebooted.

I then disconnected my PC’s ethernet cable (alternatively disable wifi).

I incorrectly thought that the earlier instructions from Ben Hastings and winactive said to reinstall the previously removed KB4056892. I WAS WRONG!

Since both KB4056892 and KB4058258 were sitting on my Desktop, naturally I had to get them mixed up!

    I accidentally installed KB4058258 whilst I thought I was actually installing KB4056892.
Much to my surprise, I then received the message that KB4058358 had been installed successfully.

I next tried to install KB4056892 offline and was informed that this update was “not applicable to my computer”.

I rebooted the PC, reconnected the ethernet cable and checked for Windows Updates.

I am told that my system (version 16299.214) is up to date.

    EDIT
    :
I have since realised that I should NOT have been trying to reinstall KB4056892. DOH!

Anyway, I got there in the end and maybe my explanation will help others.

Once again, my very grateful thanks to Ben Hastings and winactive for their considerable help in solving this Windows Update problem.
I am sure that there will be many more in the future.

    Successful Recover

Yesterday I completed the above procedure on my HP Ryzen 1700 desktop. It was a complete success, but took about a half a day. Be patient, this is a very long procedure.

Very helpful thread people! Many thanks, it only worked for me after I deleted the meltdown delta patch did the DISM.exe / Online / Cleanup-Image / StartComponentCleanup , then disconnected from the www and installed a local copy of KB4058258.
I'm surprised micro$oft haven't issued a fix for this though...
