..I know the newer versions you can set wired connection to metered. Its been a while since I had 1607, hope it is available, for sure wireless can be set...
It was added to settings in 1703, but could be set in the registry for all earlier versions.
Set Ethernet Connection as Metered or Unmetered in Windows 10

...a new version is due out "soon" it could be sometime before this machine is ready or deemed ready to install it.
"soon" is expected to be mid-April...

I would set the connection to metered to assist in this delay.
Unfortunately it appears to be too late for that. This machine seems to have already downloaded the features update and is ready to install it.

mrgeek's suggestion in post #39 to let it try to install the update seems the only simple option now. If it works, good. If it doesn't, it should roll back to 1607.

and I if it rolls back to 1607 and metered is then set won't it stop trying? (Not sure but I think it will)

I think the real issue is this has been going on for some time. The machine is on 1607 and failed to get to 1703, then failed to get to 1709.

Not sure why it will be anymore successful with 180x?

Myself I think it would be an idea to resolve why this machine can't update and or possibly reset / clean install it.

    One opinion

For a while, but eventually it may try again. Then there are updates KB4023814 and KB4023057 which will install and run the Update Assistant to try and force you to update, much like GWX did once before. They'd have to be hidden if you want to continue getting the other updates.

Agreed, this needs resolving. Support (and updates) for 1607 ends on April 10, 2018. Another possible fix may be to do a Repair Install Windows 10 with an In-place Upgrade either with a 1607 ISO, or (preferably) with 1709 (to do an upgrade at the same time).

Thanks for your thoughts, guys. When this thread began her version was up to date (post 4) but now I see that there have been two updates since

All along we thought the install was hanging on Upgrade to 1703 or 1709 but it may now be these two updates. She took a look at the Repair Upgrade process, one problem was locating a 1607 ISO so we agreed it would be best to manually try 1803 when it comes out.
I agree the best course now is to let these updates take upon next startup and see where that takes us at that point.

This 3rd-party tool from HeiDoc generates links to download any ISO version direct from Microsoft.

Do you see the Update Assistant on your Desktop? If so, you may have had updates KB4023814 and KB4023057. Their effect is to install the Update Assistant (and reinstall if you remove it), then repeatedly trigger it to get you to update. They do not appear in the list of installed updates and they cannot be uninstalled. Their effects however can be undone.

This post details a workaround to remove the update assistant and stop it being reinstalled.
Block Windows 10 update assistant/all updates

You may also need to hide KB4023814 and KB4023057 to stop it coming back. You can also hide the 'Update to windows 10, version 1709' which would also try to upgrade you. See this tutorial...

Windows keeps installing "Windows 10 Update Assistant" every day

Keli, do you have a data backup?

I ask as all this installing and falling back might result is something undesirable happening.

I would create a backup of your data at your earliest opportunity.

Have you tried the in place repair / upgrade process? (Sorry I'm being lazy and not reading back.)

PROGRESS IS BEING MADE. YESTERDAY /2/23 install and restart: getting windows ready. 32% complete, black screen, 100% COMPLETE. BLACK SCREEN WITH WHITE BOX UPPER LEFT LEFT CORNER WITH MESSAGE OF “personalized settings not responding. Now in my brain should be an easy fix. I do not know build I have now. Busy today with baby shower followed by a wake but wanted to get the news out.
