Desktop screen reloading over and over on 1709 update cant do anything

Had perfect running updated DV7 HP. Always updated. Always scanned for virus'. SFC never reports errors. SSD drive 840 Pro that works well. Does same thing with backup SSD.
Update loads fine, no issues but the screen keeps toggling or resetting every 2 seconds or so and I managed to get to safe mode and I do have a video of the screen if needed, below. I would really like to figure this out. I was able to click on the services icon I had on the desktop and that came up...it was blinky but I was able to disable 1 at a time and that didn't do any good.
Build 1709 does not like me. Video: dv7 build 1709 error - YouTube

Thanks for any ideas on how to troubleshoot this .

OK, I was able to disable classic shell and that stabilized most things, but cannot get into control panel to programs and features to delete it. Safe mode won't allow windows installer to start in order to delete it which the error says needs to be running..
Now, Control Panel resets the entire screen. Vid: Control panel icon 2nd one up on bottom left. control panel crash - YouTube

Thanks for any ideas on why control panel crashes. SFC /verifyonly passes fine, no errors found. hmmmm

Well I did some sniffing around and found out how to uninstall without using control panel, then did away with IDT audio and that solved the control panel issue.
I also learned build 1709 does not like Classic Shell for some reason but I liked my windows 7 start screen. Dang it.

    Sorry to waste everyone's time.
    Thanks

Ahhh found this thread. It appears classic shell gets corrupted sometimes so it should be uninstalled before going to build 1709. The 3rd response here is the same as what happened to me. I uninstalled and reinstalled classic shell and all is well. Hope this helps someone at some point. Classic Shell View topic - Windows 10 Fall Creators Update [FCU] Support
