This might be a dumb question but the wording that MS uses for :

    "Download Settings"

"Limit how much bandwidth is used for downloading updates in the background"

    5%-------------------------------100%

The wording is a bit confusing to me......so if I set the slider to 100% it is entirely blocking any bandwidth usage for those updates,
or what? Sorry if I'm confused but it's a bit nebulous to me for some reason.

No not a dumb question but exactly where and when do you see this?
I ask because i have no machines in need of updates at present and none of my settings offer what you've described...so now I'm confused too. Oh, and according to your header, you're using Windows 7..are you, because this thread applies to Win 10?

Buried deep in Settings, new for the Fall Creators Update (1709)...

Update & security > Windows update > Advanced options > Delivery Optimization > Advanced options.

I'm not an IT expert but I have a sleuths knack for finding elusive items like this.
    @Bree:

I hope you'll forgive me but I still would like confirmation about the wording of that function of restricting the amount of bandwidth for downloading updates in the background....so if you apply the slider to 100% it means that NO bandwidth will be used for that purpose?

No, I think you've got that back to front. 100% means all the bandwidth can be used, it's 0% to use none. It's not something I've needed to use, but this is what MS says. (my sleuthing skills are Google-based :))

    Microsoft said:
...use the slider to set the percentage of available bandwidth used for background downloads. Lower values use less bandwidth but cause updates to be delivered more slowly...
Also note that in Fall Creators Update (1709, build 16299) this only works for downloads in the background, those initiated automatically by windows update. If you do a manual check for update they use the full bandwidth.

    Microsoft said:
...Bandwidth limits only apply to automatic Delivery Optimization updates, which are background downloads. If you manually initiate a download—for example, by updating Windows in Settings > Update & security > Windows Update or by downloading an app from the Windows Store—the bandwidth limits you set aren’t applied.

For the ability to limit foreground downloads apparently you'll have to wait for the next release (1803?).

Starting with Windows 10 build 17035, you can now limit the download bandwidth that is used in foreground downloads. Foreground downloads take place when you interactively start a download, for example – you click on “Check for updates” or start downloading an App from Windows Store.

Thanks for that clarification. I'm not sure why it confused me, but it did, I must be getting old my reading comprehension used to be very good.

The reason I need the use of this option is because I have a VERY slow connection 768/128k DSL....This in the USA in 2017.
