That's why I asked - the screenshot shows the policy disabled....
The screenshot shows it disabled. The way that policy works is if the policy is disabled then drivers are allowed to be used. I am suggesting the polar opposite - enable the policy to disable Windows downloading and installing of device drivers.

I should have deleted these two files before downloading, they are from yesterdays date again on the new download
Just deleted the SoftwareDistribution folder, downloading again

Sorry for posting here but johngalt mentioned this thread as a reference to my own issues.
I've tried pretty much every fix suggested here but still can't get 17063 to install.
As a last resort and to further prove my point, instead of trying to install build 17063 on my old Dell laptop, I decided to join the Insiders Program from within a fresh copy of FCU.
Well..., guess what? I couldn't do it. FYI: I can install and run up to build 17040 without any problems.
So, after signing up and coming back from the obligatory restart, nothing happened. I tried many times and always the same. I'm not able or should I say "allowed" to join again, and there are no errors to speak of.
IMHO, this is one more nail in the coffin regarding MS phasing out or blocking old hardware from newer builds.
Good luck with your own issue, I hope you get it installed.
