Try a different approach - what happens if you apply the rs-4 image using DISM?

Apply Windows Image using DISM Instead of Clean Install Installation Upgrade Tutorials

This cuts out the WinPE stages of Setup (including SAFE_OS) and takes you directly to the OOBE phase (getting ready, getting devices ready &c.). Also best done with USB/network/peripherals etc. disconnected.

Thanks mate, please correct me if I’m wrong but on the tutorial it says

1.1) Boot PC from Windows install media (DVD or USB flash drive)

But I can’t boot with any of the RS-4 releases

The only way I can boot the PC is with the RS-3s

Or boot into normal windows which has 16299 installed

Maybe I can use build 16299 on a USB to boot from

And then use the DVD 17025 applying the dos commands

I have tried that method before without success but never tried by using dos commands

I will try that method in the morning when I have access to a laptop so I can follow the instructions

    Thanks mate

But even if the above method works when we have a new release of insiders on friday, I still won’t be able to upgrade or do a fresh install

When you say you have tried booting from the Upgrade media, I assume you mean by using a .ISO made using UUP2ISO or something similar to take your downloaded upgrade files and move them onto a USB / DVD to attempt to boot from?

Sorry, I am pretty sure you've probably answered that already in the main thread we came from, but I didn't see it there (granted, I skimmed through it rather quickly, and on my phone, no less), so I am asking for direct verification here.

You can boot with anything you are able to, normal windows or Kyhi's WINPE-SE if you wish - all you need is access to the relevant install.wim, and DISM, or Imagex (could be the wimlib-imagex.exe from Kari's UUPtoISO \Bin\ folder as a handler to apply the Wim File (you may need to check which Image is the one you need)

You can also apply images across networks or to VHDs on different machines and copy them to the target machine

But even if the above method works when we have a new release of insiders on friday, I still won’t be able to upgrade or do a fresh install
If the above method works, the there is a bug in setup that needs following up by the Insider developers.
