When Windows Update goes pear shaped you can waste hours chasing your tail trying to fix it!

As long as your Insider account is OK, you can sign in and download Insider Preview build 17025 ISO from:

Download Windows 10 Insider Preview Advanced

Once downloaded, just mount the ISO in File Explorer (double click or right-click and select Mount), and upgrade by running setup from the root of the virtual DVD of the mounted ISO - don't worry, this should keep all your files and apps.

It's not a clean install - you would have to burn the ISO to bootable media and boot from it for that.
Another similar way is to use the github uup downloader and create latest iso using uuptoiso tutorial.

    For the insiders and non-insiders:
    1) If you are not an insider which website do you use to find the most up to date build, update history (current version and build, and the prior update builds)?
    2) If you want to perform an in place upgrade repair when can you use a non-insider windows 10 iso?
    3) If there is a failed upgrade we typically view the Panther logs. For insiders are the log files identical or is there an additional log file used for troubleshooting insider builds?
    4) if there is any command or tool (dism, etc.) or anything else that alters troubleshooting or makes it easier or harder to troubleshoot problems with insider builds please comment.
    5) In the link above it displayed: To access this page, you need to be a member of the Windows Insider program.
So non-insiders cannot access the iso?
    6) If you have a widows 10 insiders iso when can it be used to perform an in place upgrade repair on a windows 10 version/build that matches the version but does not an insiders build?

You will find a lot of answers here: Windows Insider Program: Frequently Asked Questions

Logs and DISM work as expected as do sfc commands
In place repair requires the same build ISO to work as a repair tool

For an up to date listing of all insider builds see this post: Overview of all the Insider builds
