Take a look at setting in OneDrive (right click in taskbar) and tell me what this version says.
Also, make sure this is checked.

If your Status Column is totally blank, just an empty tall white column, you may need to do a Reset on OneDrive. If the Files On Demand is set to on, as you indicated, it shouldn't take long. Here is the tutorial:
Reset OneDrive Sync in Windows 10 Apps Features Tutorials
OK just done that left it sync overnight still same issue
I am using Windows 10 version 1709 build 16299.19
and OneDrive version 2017 Build 17.3.7074.1023 with Files on Demand activated.
Files on Demand seems to be working. When I mark a folder with "Make space available", it works, meaning files are removed from my local drive, but I continue to see them and they are downloaded when I double click them. However, I do not get the new status icons. All my files and folders have the green icon over the folder icon like in the past, and it looks as if everything is synchronized when I know it isn't.
I have logged out from OneDrive and re-synced it, etc. but nothing works... would appreciate any support very much as I would love to have this functioning properly. Thanks in advance...
This happens when the registry gets out of kilter with latest version.
Uninstall Onedrive using Revo Uninstaller, choosing deepest scan.
Then go to online onedrive site and redownload onedrive installer.
