Have you tried rolling back to the previous build and then installing the latest build? Not sure it will work but maybe worth a try.

I am now on build 16241. HOW as follows.

re installed from back up last known working system (14/7/17). DID NOT RUN Advanced system care cleanup>went directly to update and bingo it installed (took an age by the way),My ntl account now works through the mail from start menu as normal and i don`t have to use thunderbird.

IN between all this i printed out the regastry BITS folder from my unsoiled laptop and my main machine and did a comparison.

    Working Laptop.

    Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BITS>ImagePath>REG_EXPAND_SZ %systemroot%\system32\svchost.exe-k netsvcs -p

    on my main machine.
    \HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BITS>ImagePath>REG_EXPAND_SZ %systemroot%\system32\svchost.exe-k netsvcs

    the -p was missing.

the only thing i did was run advanced system care
in a few days i shall investigate further (after i have sorted all my bill reminders and replied to my emails i did not receive).
    now all up and running.
I will also be contacting Avanquest (wish me luck) to see what they have to say.

    regards topper.
