Build 16199 telling me my account needs fixing

I go to Windows Insider Programme and hit 'Fix Me' but then comes back with 'Something went wrong - 0x80048103'.
This build also causes me to restart* the Surface Pro 3 512GB because memory is running at 99% and Outlook 2016 needing to restart for no apparent reason

Cannot connect to my MS account, build 16199

This is an extension of my earlier post where Windows Insider asked me to 'fix my account'. I hit 'Fix Me' but then comes back with 'Something went wrong - Error code 0x80048103'. This post remains unanswered.

Although I always logged onto my Surface via my MS account, this 'fix my account' condition was also occurring in Win10 Mail & Calendar so I contacted MS Support to see if they could help. They removed my MS account from the machine in the hope a reconnect might solve the issue. But the Surface won't connect to my MS account.

Now the Surface is not connected to the account, I assume I will not get any updates that might solve this issue? Can anyone help me please to get out of this pickle, I am quite willing to go back to an earlier Win10 version that will allow me to connect to the MS account
    Thanks

Just a thought. Have you tried the Refresh Windows? 2 versions. 1 that wipes and re installs windows, and keeps your files. And the more radical wipe everything option
