16199 won't install, keeps failing

So my PC has been like this for two days now. It keeps trying to install 16199, restarts, and just boots back up to 16193 again. I ran sfc (no problems), deleted the Software distribution files, ran the troubleshooter (it keeps fixing corrupted files), I deleted temp/system files using Disk Cleanup. I have plenty free space too.

Been an insider for a good while now and never came across this, a few more people seem to have the issue but the fixes mentioned above seem to work for them. I haven't done anything major since the last update.

Anyone know a fix, or have a similar problem?

In administrative command prompt run these commands:

dism /online /cleanup-image /checkhealth

dism /online /cleanup-image /scanhealth

dism /online /cleanup-image /restorehealth

Please post the results.

Copy and paste these commands into notepad and save as a txt file. After it is saved change .txt to .bat
Then copy and paste into administrative command prompt.

Net stop bits
Net stop wuauserv
Net stop appidsvc
Net stop cryptsvc
Del %ALLUSERSPROFILE%\Microsoft\Network\Downloader\qmgr*.dat /Q

Troubleshooting can be done by viewing:
windows update, cbs, dism logs etc.

Alternatively, possibly the most efficient and effective way to update/upgrade and fix operating system/registry problems is with an in place upgrade:

Create a bootable windows 10 iso:

Download Windows 10

Back up your files.

An in place upgrade can then be done saving files, applications and browser bookmarks.

DISM reported all fine but it couldn't access the "online" files when I attempted the restorehealth option.

How do you view the etl log files? etlviewer and event viewer don't seem to give any info when I open the log files with them.. Maybe it's a problem with the log files..?

I get an error in event viewer from Windows Update Client: 0x800704C7 installation failed, but I'm guessing the error is just telling me the installation failed.. and nothing more.

I have also got a few TCG Command errors, related to the hard drive if I remember correctly. I haven't made any changes lately though, and they all seem to be working fine:

No, No and no. Just a normal single insider using W10 Pro. Version 16193.

Here's the results, I don't think I've got any corruption issues though, a lot of people seem to be having problems trying to update to 16199.Several people seem to have got it sorted though, by doing various different things such as: deleting temp files and the Software distribution files, running the troubleshooter etc.

But nothing seems to work for other people..

No problem running the bat file,
Not really sure what logs I want to look at really..
Event Viewer just gives the update the errors:

0x8000FFFF
0x800704C7
0x80246013


Some of these may just be from a failed update after I ran the troubleshooter and restarted. The *C7 error has popped up quite a lot though.

It's only 16199 that fails to update, a Windows defender update will install fine every so often.

Haven't tried a manual update yet, I find they sometimes mess up future insider automatic updates.

The update installs fine but when the PC restarts it starts configuring, then actually restarts, and then just reboots to desktop.

I had a problem getting that Build 16199 on one of two computers, just kept running the checking. After all day of that I gave up and downloaded the .iso file, did a Mount of the .iso and ran setup.exe. It went quite smoothly when choosing Not to do the updates. The .iso file I downloaded at 4.7GB is too big for a DVD but okay on a DVD+R/DL.

I will say this install is not on my production computer so I can play a bit and not hurt my RTM Version 1607. I probably am going to try a download of the 3rd version of Win10, Version 1703 Build 15063, for a spare computer.

Place the computer in clean boot to reduce or eliminate any conflicts.

Then in control panel run the windows update troubleshooter with automatic fix turned off and with run as administrator turned on.

Open the reliability control panel and see if there is any additional information.

Right, I'm through with answering repeated copy and pastes, especially when the response is just more copy and pastes.. half of whose links are old and invalid.

Yea I ended up just downloading the iso and running it 'in place'.

Installed perfectly.

You're welcome. I'd mentioned doing the same with a 3rd edition of Win10, it also worked.
